Yes it should be almost the same;
just remove memory requirement for an empty project (let's says about 3,5mb).
So let's say if your task manager tell you "5MB" final memory requirement should be 1,5mb.
For a more precise checking directly on your pocketpc, there are several tools and sdk from Microsoft that could help while remote debugging an application.
